Village Hall Company Cessation:
In early 2023, the Cairnryan Hall Welfare and Facilities Group Ltd entered into a two year management agreement with Dumfries & Galloway Council in respect of the operation of the Cairnryan Village Hall, owned by D&G Council. This agreement was for the two year period ending on 31st March, 2025. Subsequently, it was the view of the Group's directorship that operation of the hall was not financially sustainable in the medium to longer term..... the two year hall letting income was barely 50% of the energy costs for the same period. In simple terms, without direct running costs funding, we had no responsible alternative but to decline any further agreement and to 'hand back the keys'. Anyone wishing to book the hall will now need to contact Dumfries & Galloway Council.

At a general meeting of 'ordinary members' of the company, members voted to dissolve the company as the Village Hall was no longer relevant to the Group's company structure. For legal and administrative reasons the actual cessation date will be determined by the company's directorship. The vote was by way of 'special resolution' in compliance with articles 20 and 39 of the articles of association. At the same meeting the 'ordinary members' resolved that any remaining assets of the company be passed to "The Cairn Resilience & Welfare Group Ltd". This was to ensure continuance of 24/7 public access to the current village defibrillators, and other non-hall related work. Ownership, maintenance, and control of the two village defibs has now been passed to the newer, now independantly funded, Cairn Resilience Group.

The Cairn Resilience & Welfare Group Ltd:
So we still have 24/7 public access to the village defibs, with all the necessary funding in place. As before the defibs are part of the 'Circuit' system with information held and logged by ambulance controllers. We are the 'guardians' of both defibs. The newer Cairn Resilience Group has put a community reslience plan into operation with the very helpful assistance of Dumfries & Galloway Council resilience planning departments... plan updates are copied to the D&G Council Ward Officer for the Cairnryan area. For administrative purposes, and in compliance with GDPR aspects, we no longer provide the community council with Resilience Plan updates. Should a genuine emergency scenario emerge the D&G Council Ward Officer can supply information as required. Our resilience group's plan has been favourably reviewed by Dumfries and Galloway Council and we understand a public press release will be provided by the relevant D&G department soon.
